If you look inside Access Stratum, inter-functional interface is specified in terms Logical, Transport, and Physical channels. RRC - the control post of Access Stratum - configures PDCP/RLC/MAC/PHY through "transmission configuration" interface. Dynamic link adaptation requires "transmission control" interfaces between RLC, MAC, and PHY. We will see little more about it soon.
