eMTC do not use PDCCH. The same functionality is implemented with MPDCCH and cross-subframe scheduling.
Figure 1 shows 3 subframes (x axis) and 6 PRBs (y axis). PDCCH control information is sent in nth subframe in portion marked as MPDCCH and
Data (payload) is sent in PDSCH portion in (n+1)th subframe as shown in Figure 1.
LTE PDCCH information (few blue control symbols at the beginning of subframe) is not decoded by eMTC UEs.
Basically, LTE PDSCH portion is used to carry either MPDCCH or PDSCH.
